Sources in the General Directorate of Residency and Foreigners Affairs (GDRFA) in Dubai have confirmed that the good conduct certificate for all nationalities is "no more a mandatory document" for visa application. However, the suspension is effective only in the emirate of Dubai, and the certificate will continue to be a prerequisite in other emirates across the UAE. The Ministry of Human Resources and Emiratisation issued a circular to all Tasheel centres confirming that a good conduct certificate for Filipinos and Indonesian domestic workers has been postponed.
